L'Hootz F'Tadjeen

1 pound fish fillets cut in chunks
1 cup onions sliced
1 cup potatoes diced
1 cup carrots diced
1/2 teaspoon salt
1 teaspoon red pepper flakes
1 cup tomatoes cubed
1/2 teaspoon saffron threads
1/2 cup olive oil heated
1 each sweet red bell peppers


Layer all ingredients. Pour over the hot oil. Top with the pimento. Simmer slowly for about 3/4 hour. Do not mix. Serve: Hot, with drops of lemon juice.
